ChatGPT Ads Launch in Germany Tomorrow: What It Means for Users and Businesses

From tomorrow, 24 August 2026, OpenAI will officially launch ChatGPT Ads in Germany and 30 other European markets. For the first time, advertisements will appear directly within ChatGPT, although initially only for users on the Free and ChatGPT Go plans. At launch, OpenAI is deliberately introducing non-personalised advertising across the European Economic Area (EEA).

Who Will See Ads – and Who Won’t?

The new advertising feature will initially apply only to ChatGPT Free and ChatGPT Go users. Subscribers to Plus, Pro, Business, Enterprise and Edu will continue to enjoy an ad-free experience. Accounts that OpenAI identifies as belonging to users under the age of 18, as well as temporary chats, will also remain free from advertising.

For now, advertising is therefore limited to the free and lower-cost tiers, while all premium subscriptions continue to offer an uninterrupted experience.

How the Ads Will Appear

Advertisements will be displayed below ChatGPT’s response and will be clearly labelled as “Sponsored”. There will be a clear visual separation between the AI-generated response and the advertisement.

According to OpenAI, advertisements will not influence ChatGPT’s answers. The model generates its responses independently of any adverts that are displayed.

No Personalised Advertising at Launch

One of the most significant differences between Europe and other regions concerns privacy. At launch in Germany, across the wider EEA and in Switzerland, advertisements will not be personalised. Chat histories, saved memories and personal profiles will not initially be used for advertising purposes.

Instead, adverts will primarily be based on the current conversation and general contextual information, such as language or approximate location. Any future introduction of personalised advertising would need to comply with European privacy legislation and require the appropriate user consent.

Privacy Remains a Key Priority

OpenAI states that advertisers will not have access to individual conversations or personal data.

Instead, advertisers will only receive aggregated performance metrics, such as impressions, clicks and conversion data. Individual chat histories and saved memories will not be shared with advertisers.

Ads Will Be Restricted Around Sensitive Topics

OpenAI has also introduced safeguards for sensitive subject areas.

Under its advertising policies, adverts will not appear alongside conversations relating to topics such as health and mental health, politics, self-harm, violence, fraud, illegal activities, weapons or gambling. Advertising in these areas will either be heavily restricted or excluded altogether.

What This Means for Businesses

For businesses, ChatGPT introduces an entirely new advertising channel. Unlike traditional search engines, users typically describe not only what they are looking for but also their objectives, requirements and constraints. This creates a much richer context around purchasing decisions.

OpenAI therefore positions ChatGPT Ads not as conventional search advertising, but as a way for businesses to reach people while they are comparing products, planning trips, selecting software or evaluating potential purchases.

A Self-Service Ads Manager Will Follow

At launch, access for advertisers will be provided through the OpenAI Ads Solutions Team, agency partners and technology partners.

A self-service Ads Manager, allowing businesses to create and manage campaigns independently, is expected to launch later this quarter. Companies can already register their interest.

Advertising Features Already Available

OpenAI is continuing to expand its advertising platform. It already supports CPM, CPC and conversion-optimised CPC campaigns, together with geo-targeting, custom audiences, the OpenAI Pixel, the Conversions API and integrations with third-party measurement platforms. However, which of these features will be immediately available to advertisers in Germany depends on their chosen access route through OpenAI or its partner agencies.

Why This Is a Significant Strategic Move

The launch of ChatGPT Ads represents an important evolution in OpenAI’s business model.

Until now, subscriptions have been the company’s primary source of revenue. Advertising now becomes a second major pillar. At the same time, OpenAI is attempting to balance monetisation with privacy by introducing advertising for free users while refraining from using personal chats or memories for ad personalisation at launch across the EEA.

For businesses, ChatGPT opens up a new marketing channel focused less on traditional keywords and more on user intent and decision-making. In the long term, that may prove to be the biggest difference between ChatGPT Ads and conventional search advertising.
